Interior CS Kithure Kindiki has prohibited public officers working in key enforcement and compliance agencies, including police and Kenya Revenue Authority (KRA) officers, from owning and operating bars directly or through proxies.
CS Kindiki issued the directives at a press conference held on March 6 to address the growing concerns over the illegal sale of alcohol in Kenya.
This directive also targets officers from the Kenya Bureau of Standards (KEBS), Anti-Counterfeit Agency (ACA), Public Health, the National Campaign Against Drug Abuse (NACADA), and National Government Administration Officers (NGAO).
“Officers working for enforcement and compliance agencies shall not own or operate bars directly or through proxies. All public officers currently operating such premises are required to close them or resign from service immediately,” Interior CS Kithure Kindiki said.
Prohibited Areas
Kindiki further declared all licenses of bars, clubs, and liquor-selling joints operating in residential and school areas null and void. He argued that many of these businesses had acquired their licenses through illegitimate means, leading to their immediate revocation.
Kindiki’s rules also apply to landlords and property owners, who will be held responsible for renting out space for bars, wines, and spirits in prohibited areas. He cited, “Landlords and premise owners shall be deemed aiders and abettors and will be held liable for renting out space for the establishment of bars and wines and spirits in prohibited areas.”
He said.
Second Generation Liquor Production Banned
The Interior CS also issued a temporary ban on the production of second-generation liquor due to increasing deaths linked to the consumption of such liquors. Companies producing this liquor had their licenses suspended and need to reapply within three weeks.
“All licenses and certification permits for second-generation alcohol and alcoholic beverage distillers and manufacturers stand suspended with immediate effect. All existing valid licenses will be vetted afresh within twenty one (21) days of this directive, with premises approved to resume operations only upon receipt of fresh approval.”
Interior CS Kithure Kindiki said.
CS Kithure Kindiki warned that officers violating alcohol sale regulations or colluding with lawbreakers would face severe consequences.
